When Somdet Krom Phraya Devawongse Varopakarn was serving as Minister of Foreign Affairs, while he was still Krom Muen, he first obtained the services of Mr. Henry Alabaster, who had previously been a British civil servant but had resigned his post and entered the Siamese service as an adviser on international law for several years. When Mr. Alabaster died, he reflected that having a foreigner skilled in international law as an adviser in the Ministry of Foreign Affairs was highly beneficial, and he wished to find a replacement for Mr. Alabaster. When Dr. Cawvan, who was the King's personal physician, took temporary leave to travel to Europe, Somdet Krom Phraya Devawongse therefore instructed Dr. Cawvan to seek out a specialist in international law for him. Dr. Cawvan found an English barrister named Mr. Mitchell, who entered the Siamese service as a legal adviser in the Ministry of Foreign Affairs. Mr. Mitchell, however, had an aggressive disposition and was not much liked by anyone; even Somdet Krom Phraya Devawongse did not favor him. When I went to Europe in B.E. 2434, Mr. Mitchell was still in government service. I arrived in London and stayed at the Siamese legation, where I learned that Mr. Mitchell had resigned from the government service. This did not surprise me in the least, but I thought of Somdet Krom Phraya Devawongse and how he would have difficulty finding a new adviser. It occurred to me that, since I was then in London and had entered high society, I had a better opportunity to seek an adviser for him than someone such as Dr. Cawvan had previously had. I therefore mentioned the matter to Mr. Frederick William Verney, who was an adviser at the legation. Mr. Verney thought likewise and said that one of his friends, a man of noble rank named Lord Re, had previously held a high government position and knew many people. He would arrange for me to meet him. If I asked Lord Re to help look for someone, he thought we would find a good man who suited our purpose. Later, Mr. Verney arranged a dinner at a certain club and invited Lord Re and me to dine there together. After we had conversed and established friendly relations, I explained that I wished to find someone skilled in international law to enter the Siamese government service. I asked Lord Re whether he could help find a man suitable for the position. Lord Re agreed to help look. If he found someone who suited my requirements, he would let me know. I met Lord Re when I was already on the point of leaving England, and I was still uncertain whether he would be able to find anyone. After I had completed my official visits to various European countries, I stopped in Egypt on my way home to inspect various affairs there. While I was staying in Cairo, it happened that Lord Re had also traveled to Egypt and, by coincidence, was staying at the same hotel. As soon as Lord Re learned that I had arrived, he came straight to see me and said that he had found the man I had asked him to look for. He was a Belgian named Monsieur Roland-Jacquemyns, a renowned specialist in international law who was widely respected throughout Europe. He had even been elected president of the International Law Council and had formerly served as a minister in Belgium. At that time, however, Monsieur Roland-Jacquemyns had fallen into hardship through no fault of his own. One of his brothers was engaged in commerce and had asked Monsieur Roland-Jacquemyns to guarantee money he had borrowed for his business. The brother happened to go bankrupt, and Monsieur Roland-Jacquemyns had to sell his own property to repay his brother's debts, until he was almost completely impoverished. He could no longer remain in Belgium, as he lacked the means to maintain his rank. He had heard that Lord Cromer was seeking knowledgeable Europeans to serve in the Egyptian government, so Monsieur Roland-Jacquemyns had gone to Cairo. Lord Cromer also wanted to employ him, but at that time no senior position commensurate with Monsieur Roland-Jacquemyns's rank and exceptional qualifications was vacant. Monsieur Roland-Jacquemyns was still in Cairo (apparently Lord Re had already gone to speak with him informally). If I invited him to enter the Siamese service as a legal adviser, he would probably go. I therefore asked Lord Re to invite Monsieur Roland-Jacquemyns to dine with me that evening. I observed that he had the composed manner of a distinguished gentleman and appeared to be nearly sixty years old. As soon as we conversed, I realized that he possessed the high qualifications Lord Re had described. I therefore asked Monsieur Roland-Jacquemyns whether the position of adviser on international law in Siam was still vacant, and whether he would accept it if the Siamese government offered it to him. Monsieur Roland-Jacquemyns remained silent for a moment before replying that, if the Siamese government desired him, he would agree to go. I told him that I would telegraph the government immediately to ask. That same evening I sent a telegram to Somdet Krom Phraya Devawongse stating that I had met a renowned Belgian jurist, who had also formerly served as a minister in his own country, and who might be brought into the Siamese service as a legal adviser. I asked whether he would be acceptable and requested a prompt reply. The next day I received a royal telegram instructing me to conclude the agreement with Monsieur Roland-Jacquemyns at once. Once the agreement had been made, Monsieur Roland-Jacquemyns asked to return first to Belgium to put his household affairs in order and bring his family, after which he would follow and arrive in Bangkok within three months. I myself left Cairo on the day the agreement was made, continuing on to India and Burma, and returned to Bangkok at the end of March, B.E. 2434. Before Monsieur Roland-Jacquemyns arrived, I learned that King Abbas, the Khedive who ruled Egypt after Khedive Tewfik, had sent a telegram to the King of Siam stating that the Egyptian government wished to appoint Monsieur Roland-Jacquemyns to an important position in the Egyptian Ministry of Justice. Monsieur Roland-Jacquemyns refused, however, explaining that he had already promised to enter the Siamese government service. Unless the Siamese government withdrew its agreement, he could not accept the Egyptian position. The Khedive therefore appealed to the King of Siam to show consideration by withdrawing the agreement and allowing Monsieur Roland-Jacquemyns to serve in Egypt. The King replied by royal telegram that Egypt was close to Europe and could therefore find people willing to enter its service more easily than Siam, which was far away. He asked the Khedive to take Siam's interests into consideration. After that reply, the matter was settled. When Monsieur Roland-Jacquemyns arrived in Bangkok in B.E. 2435, as soon as Somdet Krom Phraya Devawongse came to know him, he realized that he had obtained a man of qualifications superior to those of the foreigners who had previously entered Siamese government service. He brought him to an audience with the King, and after conversing with him, the King realized that Monsieur Roland-Jacquemyns was highly knowledgeable both in law and in the forms of government practiced in Europe, having formerly served as Minister of the Interior in Belgium. He could therefore be of benefit to Siam in many ways. The King accordingly appointed him to the position of "General Adviser to the Government," rather than making him an adviser solely to the Ministry of Foreign Affairs. Later, the King reflected that Monsieur Roland-Jacquemyns's service was highly beneficial because of his loyalty to Siam and his ability to work well with every ministry. He was also an elderly and distinguished man who had formerly held high rank as a minister in his own country. The King therefore elevated him to the title of Chao Phraya Abhai Raja in B.E. 2439. He went on to hold various important government positions and eventually became a member of the Council of the Queen when she assumed the regency. He was the second Westerner to receive the title of Chao Phraya, following Chao Phraya Wichayen during the reign of King Narai the Great.

Chaophraya Aphai Racha (Roland-Jacques Ménès) served for about seven years before falling ill from old age and finding that he could no longer endure the hot climate. He was therefore obliged to tender his resignation from government service. His Majesty regretted losing him, but granted permission because he considered that his departure was truly necessary. Chaophraya Aphai Racha (Roland-Jacques Ménès) returned to live in his homeland and, after two or three years, died. Khunying Aphai Racha also died at about the same time. They nevertheless left two sons who continued to serve the Siamese government. The elder son was an expert in law like his father and became so renowned that the King of Belgium appointed him a baron. He served as a Siamese judge at the International Court at The Hague. The second son became the Siamese consul-general in Brussels. The Belgian people continue to hold the Roland-Jacques Ménès family in high regard to this day.

More than twenty years after Chao Phraya Abhai Raja passed away, I made my last trip to Europe in B.E. 2473 (1930). Upon arriving in Brussels, the capital of Belgium, members of the Rolin-Jaequemyns family—both of Chao Phraya Abhai Raja's aforementioned sons, two daughters who had previously lived in Thailand, and several grandchildren, amounting to more than ten people in total—assembled to express their gratitude and host a dinner for me. After the meal, wishing to know the original story of how I brought Chao Phraya Abhai Raja into Thai government service, they asked me to relate it during their gathering that day. I told them the story they did not yet know according to their wish, but had not yet written it down. I have therefore written it in this tale, considering it a worthy lesson to be included as one of the Historical Tales.
