When I served as Assistant Commander-General of the Army in the Department of Military Operations between B.E. 2430 and B.E. 2432 (1887–1889), I was once tasked with suppressing the Chinese secret societies in Bangkok. Later, during my tenure as Minister of the Interior from B.E. 2435 to B.E. 2458 (1892–1915), my duties required me to remain constantly watchful of secret societies in the provincial towns. At times, I had to suppress them, though there were no major incidents comparable to those during my time in the Department of Military Operations. Even so, my knowledge of secret societies grew considerably. When I left the Ministry of the Interior to direct the Vajirañāṇa Library for the Capital, my work in historical and archaeological research led me to discover numerous accounts of Chinese secret societies in Thailand's past, recorded across historical chronicles and old archives. My curiosity was piqued, and I desired to learn the origin stories of these societies. I questioned acquaintance who had formerly served as secret society leaders—chief among them Phra Anuwatratchaniyom, commonly known as "Yi Ko Hong." He recounted their history to me, providing further insights, and I set down some exploratory notes on the subject many years ago. Later, while residing in Penang, I came across the origin account of secret societies as they first arose in China, translated from Chinese texts of the societies by Mr. W. A. Pickering and published in English in the Journal of the Royal Asiatic Society in 1878 (B.E. 2421). He also described how the Chinese established secret societies within the British Crown colonies of the Malay Peninsula. This supplied the earlier chapter of the story, linking directly to what I had previously learned. I have therefore compiled these accounts together to compose this tale.

When the Manchus secured power over China and established the Qing Dynasty to rule the land, Emperor Kangxi ascended the throne as the second reign in 1664. During that reign, the Xiongnu barbarians from the west raised an army to attack China, and the local officials guarding the border provinces could not withstand the enemy forces. Emperor Kangxi wished to dispatch an army from Beijing, but could find no suitable commander. Thus, he issued a proclamation stating that whoever volunteered to suppress the barbarians would be rewarded with 10,000 taels of gold and granted governance over 10,000 households as retainers. At that time, at a monastery on Mount Jiulian in Jianning District of Fujian Province, there were 128 Chinese monks skilled in martial arts and magic who volunteered to fight the barbarians. The Emperor was pleased, yet worried that there were only 128 monks while the enemy forces were vast. He therefore ordered a senior official named Teng Kun-tat to lead an army alongside the monks to engage the enemy at Tongguan Pass. The monks and the Beijing army prevailed, slaughtering the barbarians and driving them into total rout. The Emperor offered rewards according to his proclamation, but the monks declined ranks, titles, and retainers, asking only to return to their religious practice as before, taking only the 10,000 taels of gold to maintain their monastery. The Emperor obliged. Meanwhile, Teng Kun-tat, the senior official who assisted the monks in battle, was rewarded with the position of Commander-in-Chief in Huguang.

Deng Kunda and the 128 monks had grown close during the campaign against the Xiongnu. Before parting ways to leave Beijing, Deng Kunda invited all the monks to a banquet one day, where they took a sacred oath of brotherhood for the future. However, two corrupt officials who were long-standing enemies of Deng Kunda reported falsely to the Emperor, stating that as Deng Kunda left Beijing, he had secretly taken a blood oath of brotherhood with the 128 formidable monks. Suspecting Deng Kunda harbored grand ambitions, they argued he had bound himself to these powerful monks to use them as a force. As commander of vast troops at Huguang, given the opportunity, he would conspire with the monks to march on the capital and usurp the throne, warning that the capital's people would not dare resist out of fear of the monks' powers. The treacherous officials persistently incited suspicion until Emperor Kangxi believed them. They devised a ruse, appointing the two treacherous officials as royal envoys—one sent to Huguang under the pretense of delivering royal rewards to Deng Kunda, and the other sent to the temple on Mount Guiling ostensibly bringing royal offerings of wine and provisions for the 128 monks. Upon the envoy's arrival in Huguang, Deng Kunda went outside the provincial capital to receive the envoy according to custom; the envoy read the decree convicting Deng Kunda of treason punishable by death, then seized and executed him. Meanwhile, at Mount Guiling, the monks welcomed the envoy with a banquet at the temple. The envoy served royal wine laced with poison, but the abbot smelled the unusual liquor, dipped the temple's sacred sword into it for testing, and saw flames burst forth. Realizing it was poisoned, he struck the envoy dead with his sword. At that moment, the envoy's men surrounding the outside set fire to the temple, burning it completely to ashes. Among the 128 monks, some perished in the fire and some were slain by the envoy's men; only five survived: Cai, Fang, Ma, Hu, and Li. They fled and hid at a temple in Huguang where Deng Kunda had formerly served as commander.

One day, the five monks went down to a stream and saw a three-legged, two-eared incense burner floating in the water with smoke rising into the air. Surprised, they waded in to lift it ashore for examination and found four characters inscribed on its bottom: Fan Qing Fu Ming, meaning 'Overthrow the Qing, Restore the Ming.' Wondering if Heaven and Earth commanded them to do so, they performed divination rituals multiple times, and every result indicated they should proceed. Convinced in their hearts, the five monks used blades of grass in place of incense sticks in the burner to offer prayers, then pledged a solemn oath in the tradition of Liu Bei, Guan Yu, and Zhang Fei, swearing to preserve the nation, overthrow the Qing Dynasty, and restore the land to the Ming Dynasty. Having sworn their oath, they discovered a manual of prophecy hidden beneath the incense burner, bringing them immense joy. Right at that moment, the pursuing imperial officers arrived to surround and capture them, forcing the monks to clutch the incense burner and flee. Coincidentally that day, Lady Gu Shuaiying, widow of the slain Deng Kunda, had brought her children and relatives to perform sacrificial rites at Deng Kunda's grave. While offering sacrifices, she heard a sound and looked over to see a sword emerging from the earth. Upon examining it, she saw characters carved on the hilt reading Nuo Leng Tow, meaning 'Two Dragons Contending for the Pearl,' and on the blade reading Fan Qing Fu Ming, meaning 'Overthrow the Qing, Restore the Ming.' While examining the characters, she heard cries for help. Carrying the newly found sword, Lady Gu Shuaiying led her kin out to investigate and saw the imperial officers chasing the five monks. Her party intervened to protect the monks; she struck and killed officers with the sword, causing the rest to flee. Lady Gu Shuaiying and the monks questioned each other and shared their stories, realizing they were allies from the start who had suffered the same betrayal. She harbored the monks at her home until the pursuit died down, after which she let the five monks return to their temple. These five monks were thereafter known as the Ng Zhao, meaning the Five Ancestors of the Ang Yi.

By this point, the five monks were convinced that Heaven and Earth had destined them to liberate the nation by overthrowing the Great Qing Dynasty. They set out to persuade others to join their cause and gathered a growing band of followers. However, word reached the local governor and magistrates, who ordered their arrest. The five monks were forced to flee Huguang once more. On their journey, they met five bandit leaders, known as the 'Five Tigers.' Upon conversing with them, the bandit leaders were inspired with reverence and offered to bring their own followers to join the cause. They then led the monks to their sanctuary on Longhu Mountain, meaning 'Dragon and Tiger Mountain.' At that time, there was a monk named Tang Gim Nam, a scholar of deep learning who had formerly served as an official in Peking. Observing that the Great Qing Dynasty governed without justice, he grew discouraged, resigned from government service, and entered the monastic life to observe moral precepts and study the magical arts of Taoism at the White Stork Cave, earning widespread respect. One day, four of his disciples brought news that five monks possessed a sacred object and were plotting to overthrow the Qing Dynasty to reclaim the realm. Tang Gim Nam was delighted and led his four disciples to the sanctuary of the five monks on Dragon-Tiger Mountain, offering to join their cause. Among those who offered their allegiance were two other key figures: a young man named Zhu Hongzhu, a grandson of Emperor Shengzong of the Great Ming Dynasty, and a monk named Bang Lung, who was tall, powerful, and exceptionally brave. Having gathered a vast following, the conspirators held an assembly, took a solemn oath of brotherhood, and elevated Prince Zhu Hongzhu as the heir to the Great Ming Dynasty. They appointed the learned monk Tang Gim Nam as their grand master (Sensei) and designated Bang Lung as the "Tuah Hia," meaning "Eldest Brother," serving as commander-in-chief. Other leaders were assigned ranks and command over various divisions. They then led their forces to encamp at Fenghuang Mountain, meaning 'Phoenix Mountain' (in an unspecified province), hoping to recapture the realm. They engaged the garrison forces of that city. In their first battle, the rebels were victorious, routing the imperial troops back into the city walls. However, in the subsequent engagement, a strange and ill-omened misfortune struck: as the Tuah Hia, Bang Lung, rode forth to charge the enemy, his horse collapsed, and the commander was thrown to his death. Disheartened, the rebel forces broke and fled back to Dragon-Tiger Mountain. Master Tang Gim Nam recognized that this unusual tragedy portended a deeper truth; consulting the divination manuals, he realized that the destiny of the Great Qing Dynasty remained in its ascendance, and the texts declared that no enemy could harm it at that time. He explained to the rebels that continuing to fight under current conditions would not achieve their goal; they had to alter their strategy. He advised those who had taken the oath to disperse individually to various provinces and each establish a secret society in their locality, gathering sworn brothers to expand their network widely. Once the destiny of the Great Qing Dynasty fell into decline, they would rise together, strike at the kingdom, and successfully overthrow the Qing line. The rebels agreed with this plan and established a secret society named "Tian Di Hui," meaning "Heaven, Earth, and Man," or abbreviated as "Sam Hop," meaning "Three Harmonies"—namely Heaven, Earth, and Humanity. They instituted the structure of the organization, complete with initiation oaths, regulations for members, and secret hand signs and gestures to allow members to recognize one another. In this manner arose the secret societies known to Thais as "Ang Yee" within China. Whenever the Chinese government discovered members of these societies, they executed them; despite this, the "Tian Di Hui" or "Sam Hop" societies endured in China, as the government was unable to eradicate them entirely.

Western books state that the Chinese who left their homeland to seek a livelihood abroad were exclusively coastal inhabitants from the southern provinces, all belonging to the destitute classes; inland Chinese or those of comfortable means never abandoned their homes to wander abroad in search of a living. These accounts further note that among those who went abroad, different dialect groups preferred different destinations: the Teochew favored Thailand, the Hokkien preferred Java and Malaya, and the Cantonese favored America. When the British founded Singapore (towards the end of King Rama II's reign in the Rattanakosin era), there was already a large Chinese population residing in the Malay Peninsula; some had acquired sufficient wealth and influence to establish permanent roots. In those days, the Chinese who came to earn a living in Thailand, Java, and Malaya were exclusively men. Those who settled permanently took local women as wives; the children born of such unions were called "Baba" if male and "Nyonya" if female by the Malays. In Java and Malaya, Chinese fathers were unwilling to allow their children to follow the Islamic faith of their mothers, and so trained and educated both sons and daughters to remain Chinese across generations. Consequently, the Chinese in Java and Malaya were divided into two distinct groups: the "China-born" who came directly from China, and the local-born "Baba Chinese," a division that persisted continuously. This differed from Thailand, where the Thais shared the Buddhist faith with the Chinese. Children of Chinese origin born in Thailand, if male, remained Chinese like their fathers for only one or two generations before assimilating into Thais, while daughters became Thai following their mothers from the very first generation. Thus, Thailand has only China-born Chinese and Thais of Chinese descent, but no distinct, permanent group of Baba Chinese.

During the period when the British first established Singapore, the Chinese had already begun forming Ang Yee—that is, the secret societies known as "Tian Di Hui" or "Sam Hop"—in Malaya. The British were aware that the original aim of the Ang Yee was the overthrow of the Qing Dynasty, an internal Chinese affair, and saw no logical reason for them to set up secret societies in a foreign land. Upon inquiry, they learned that the Chinese established these societies in Malaya without any intention of overthrowing the Qing; rather, they merely adopted the organizational framework of China's "Tian Di Hui" to provide mutual assistance for Chinese immigrants making a living in Malaya, protecting them from hardship and oppression by the local Malays. Furthermore, it appeared that secret society membership was confined to China-born immigrants, whereas the settled Chinese and the local-born Baba Chinese of the Malay Peninsula had no involvement with them. Seeing them as mere mutual-aid societies, the British permitted them to exist without prohibition. As time passed (reaching the era of King Rama IV of Rattanakosin), the economy of the Malay Peninsula expanded; tin-mining and agricultural merchants required ever-larger labor forces, gradually hiring more Chinese coolies directly from China. Consequently, the number of Chinese belonging to secret societies grew, splintering into numerous factions beyond the capacity of any single "Tuah Hia" (head leader) to govern. As no one volunteered to be the Tuah Hia, the Ang Yee fractured into independent kongsis bearing different names, each led autonomously by a "Yee Hia" (meaning Second Brother). Clashes and violence frequently broke out between competing kongsis, becoming a nuisance to the government. Yet forcing the disbandment of the secret societies posed difficulties: it might alarm potential laborers in China, halting the steady supply of coolie labor, while the coolie population had grown so large that forceful suppression against resistant societies would escalate into an unnecessarily major conflict. Moreover, the secret societies mostly fought among themselves without committing hostile acts against the government. The British therefore enacted a middle-course policy to regulate them: any Chinese group establishing an Ang Yee society or branch had to seek government permission first, registering the names of its leaders and officers. Only upon approval could it be established. Should the government have business involving a particular society, it held that society's leaders and officers accountable. From then on, various secret society kongsis spread widely across many locations under this policy of government accommodation, which became an established tradition.

Thai historical records use various terms to refer to secret societies depending on the era, though none strictly correspond to the actual meanings; I will therefore insert an explanation of these terms here. The original society established in China was called "Tian Di Hui," meaning "Heaven, Earth, and Man," or abbreviated in Hokkien as "Sam Hop" and translated in Teochew as "Three Harmonies," which served as the general name for all secret societies. When the societies fractured into separate kongsis, each took a distinct name, such as "Ghee Hin," "Poon Tao Kong," "Ghee Hok," "Tuah Kongsi," or "Siu Li Ku." The term "Ang Yee," meaning "Red Letter," was originally merely the name of one specific kongsi. There were also specific titles for the leaders: the supreme head of all secret society factions in a given locality was called "Tuah Ko" in Hokkien or "Tuah Hia" in Teochew, both meaning "Eldest Brother." A leader of an individual kongsi was called "Yee Ko" or "Yee Hia," meaning "Second Brother," while subordinate leaders were called "Sam Ko" or "Sa Hia," meaning "Third Brother." Older Thai archival records originally referred to all Tian Di Hui societies indiscriminately as "Tuah Hia" until the reign of King Rama V, when the term "Tuah Hia" was replaced by "Ang Yee." In this account, I have used the term Ang Yee from the outset for the reader's convenience.

The Ang Yi first appeared in Thailand during Reign III. The root cause of the Ang Yi's emergence stemmed from the British bringing increased amounts of Indian opium into China, causing coastal Chinese people to become widely addicted to opium. Chinese people who came to make a living in Thailand brought opium along to smoke far more prevalently than before, which subsequently led to a rise in Thai opium smokers, even extending to noble elites, royalty, and government officials becoming addicted. In Thailand, laws had long prohibited anyone from smoking, buying, or selling opium. When it became evident that opium addiction had spread so widely, King Nangklao issued royal commands to strictly inspect and seize opium according to law. However, because so many Chinese and Thais were addicted, they were forced to seek out illicit opium, enabling contraband sellers to raise prices and reap handsome profits. Consequently, groups of Chinese engaged in the opium trade by forming Ang Yi societies, stationing associates along unpatrolled coastal provinces to receive opium from junks arriving from China, and then concealing it among other merchandise to send to main kongsi established in secret locations in provinces near Bangkok. They then illicitly distributed the opium in retail quantities into the capital. When royal commissioners investigated and attempted arrests, any faction with numerous followers resisted, resulting in armed clashes on several occasions. It is recorded in the chronicles that in B.E.

Three years later, in 1847, secret societies again set up an opium den at Lat Krut in Samut Sakhon Province. This time, their followers were far more numerous than before. Phraya Mahathep (Pan), head of the opium suppression officers, went to make arrests himself and was shot dead by the secret society members. King Rama III then ordered Somdet Chao Phraya Borom Maha Prayurawong (then Chao Phraya Phrakhlang) to command forces to suppress them. About 400 secret society members were killed, and the leaders were captured, putting an end to the rebellion.

Less than a month after suppressing the secret society at Lat Krut, in the fifth lunar month of 1848, secret societies revolted in Chachoengsao. This time it escalated into a full rebellion; they killed Phraya Wiset Luechai, the governor, and seized the fort of Chachoengsao as their stronghold. King Rama III ordered Somdet Chao Phraya Borom Maha Prayurawong to march forces from Samut Sakhon to put them down. The secret society in Chachoengsao fought and was defeated, with over 3,000 Chinese killed, bringing peace back to Chachoengsao. Two years later, the reign of King Rama III came to an end.

During Reign IV, King Mongkut consulted with his ministers, who unanimously agreed that despite years of strict opium arrests during Reign III, opium still entered the country continuously and opium smokers remained numerous. Moreover, it caused Ang Yi uprisings that led to repeated armed conflict and bloodshed. Continuing with such arrest methods was seen as serving no purpose; thus, the policy was changed to establish a state opium tax monopoly. Under this system, only the government purchased raw opium to refine and sell for profit, allowing Chinese people to buy and smoke opium as they pleased, while maintaining the prohibition against Thais smoking opium.

King Mongkut further reasoned that the reason the Ang Yi gathered so many followers was that Chinese farming or trading in the provinces were often exploited by Chinese tax farmers during revenue collection and bullied by local residents, causing them distress with no one to support them, thus driving them to rely on the Ang Yi. He resolved this issue by selecting settled, honest Chinese who were widely respected and appointing them to the position of Chinese Assistant Governors within provincial administrations that had large Chinese populations, in order to assist and submit the grievances of the Chinese to the government. Upon implementing these two measures, incidents involving the Ang Yi remained calm for many years.

Towards the end of King Rama IV's reign, secret societies arose from a different cause, stemming from the customs surrounding Chinese immigration. Those who left their homeland to seek a living abroad were invariably poor, often arriving with nothing, lacking even the money to pay for their ship passage. When a ship arrived at a destination—be it Singapore or Bangkok—local Chinese residents, whether relatives or towkays seeking labor, would pay the passage fees and advance funds for the newly arrived immigrants, whom the Thais called "Jeen Mai" (new Chinese) and those in Singapore called "Sing Keh." They would enter into an agreement whereby the towkay provided room and board, while the newly arrived Chinese worked without wages for one year. The towkay could employ the laborer directly or hire them out to others, collecting the wages, or even transfer the contract rights to another party. Once the year concluded, their status as a "Sing Keh" ended, their debt was cleared, and they were free to continue working for the towkay for pay or seek an independent livelihood elsewhere. This tradition had long existed. However, during the reign of King Rama IV, following Thailand's trade treaties with Western nations in B.E. 2398 (1855), commerce in Thailand expanded rapidly. Steam-powered rice mills, sawmills, and cargo transport created a growing demand for labor. Moreover, transportation with China became more convenient as steamships traveled back and forth frequently, resulting in a larger influx of new Chinese immigrants. This led local Chinese in Bangkok to profit by acting as towkays, recruiting and importing new immigrants through these established methods. As the business proved highly lucrative, competition to entice new immigrants intensified; towkays used their existing laborers to persuade new arrivals and competed aggressively to secure work contracts for their own crews. Thus, they formed secret societies through these commercial rivalries. However, these differed from the secret societies of King Rama III's reign, as they harbored no hostile intent toward the government and consisted of numerous small, scattered factions.

In the Year of the Rabbit, B.E. 2410 (1867), shortly before the end of King Rama IV's reign, a secret society uprising broke out in Phuket, though it was entirely unconnected to the Chinese in Bangkok. The secret societies in Phuket were extensions of those in the British crown colonies, where the government pursued the aforementioned policy of accommodating them. Chinese residents in British territory frequently traded with Thailand's western provincial towns, leading the secret societies from British territory to persuade the Chinese in Phuket to form societies for mutual aid. These established branches as part of the "Ghee Hin" kongsi, numbering around 3,500 members, and the "Poon Tao Kong" kongsi, numbering around 4,000 members. Eventually, the leaders of the two factions clashed over water rights required for tin-mining and sluicing operations, summoning their respective members to engage in open fighting in the middle of the town. The Governor of Phuket attempted to intervene, but his commands were ignored, and he lacked sufficient forces to suppress them. Consequently, the King appointed Chao Phraya Bhanuwong (then holding the title of Phraya Thepprachun, Deputy Minister of the Military Administration) as Royal Commissioner to Phuket to investigate and resolve the feud. Should the societies refuse to submit to authority, he was empowered to mobilize provincial forces to suppress them by force. However, upon Chao Phraya Bhanuwong's arrival, the leaders of both factions submitted peacefully. After successfully settling the dispute, Chao Phraya Bhanuwong brought nine leaders from both kongsis to Bangkok to confess their wrongdoing. The King commanded them to drink the water of allegiance, swearing an oath not to harbor ill intent against the realm, and released them to return to their former livelihoods.

The resolution of the secret society feud in Phuket prompted Thailand to adopt the British policy of accommodating secret societies as practiced in the Malay Peninsula, applying it first in Phuket and later introducing it to Bangkok. However, it was adapted to align with Thai customs without conflict: for example, in Phuket, widely respected Chinese figures were appointed as "Clan Headmen" to bring the grievances and concerns of their people before the government and to supervise their communities according to the government's wishes, acting similarly to Chinese ward committeemen. Those with established livelihoods and solid standing were even granted noble titles, such as Khun or Luang, though every one of these clan headmen was himself a member of either the Ghee Hin or Poon Tao Kong societies. This system functioned merely as a means to oversee the secret societies, employing clan headmen as liaisons to address the societies and prevent inter-group violence, while still permitting the Chinese to form secret societies freely without outright prohibition.

During that transitional period between reigns, various events caused the government many difficulties. Setting aside other matters, I will relate only the story concerning the Secret Societies. Just as the reign was changing, a Secret Society in Bangkok fought against the opium tax farmer at the tax headquarters on the banks of Sampanthawong, escalating into active combat in Sampheng. Shortly after the new reign began, another Secret Society band assembled to commit robberies against the populace in the Nakhon Chai Si district, and showed signs of spreading to other places, both in Bangkok and the provinces. Somdet Chao Phraya suppressed them using several clever maneuvers that are fascinating to analyze.

First, he used penal punishment to suppress them, such as when he put down the Secret Society uprising in the Nakhon Chai Si district. Upon their capture, they were sent to Bangkok; the ringleaders were executed, and all their followers were imprisoned as a public spectacle.

Another strategy was to intimidate the secret societies by holding military drills at Sanam Chai for the King to observe from the Phutthaisawan Throne Hall every week. When I was still a child with a topknot, I accompanied His Majesty to watch them many times. During these drills, on some days artillerymen and infantry would fire black powder weapons with thunderous, booming reports; on other days, mock camps with human dummies stationed inside were set up, and war elephants were brought out to practice goring the dummies and dismantling the camps. At that time, there were about three or four war elephants in Bangkok. One was named Plai Kaeo, trained in Nakhon Ratchasima by Chao Phraya Yommarat (Kaeo); it was extremely courageous. As soon as it saw gunfire coming from the camp, it would charge right through the smoke to break down the fortification and tear apart the defending dummies. The people of the capital had never seen such military exercises before and gathered in vast crowds to watch. Word spread to the secret societies, terrifying them and preventing them from causing any actual trouble.

Another strategy devised by Somdet Chao Phraya was the expansion of patronage for the Chinese, conforming to the royal initiative of King Mongkut (Rama IV), who had established Chinese deputy governors in the provinces as mentioned earlier. At that time, a new complication arose: toward the end of King Rama IV's reign, an increasing number of Chinese subjects from British, French, Dutch, and Portuguese colonies came to Bangkok to earn a livelihood. Under trade treaties, these Chinese fell under the protection of their respective foreign consulates, earning them the label "people under foreign flags"—meaning they resided beneath foreign colors—or simply "subjects," signifying allegiance to those nations and placing them beyond the jurisdiction of local courts or government authority. Even though foreign consuls helped prohibit their subjects from joining secret societies, Somdet Chao Phraya worried that ordinary Chinese residents might seek protection under foreign flags. Thus, merely three weeks into the new reign, he announced the creation of a Chinese Court within the Left Department of Harbor Affairs. He appointed Phraya Choduk Ratchasetthi (Chong, later replaced by Phraya Choduk Phuk), Luang Piphit Phandawitchan (Fak, who later became Phraya Choduk), and Luang Pichai Wari (Mali)—all three being of Chinese descent—as judges to adjudicate civil disputes involving Chinese parties on both sides, using the Chinese language and customary law in proceedings. However, the court was strictly forbidden from hearing cases where only one party was Chinese or criminal cases. Beyond establishing this court, heavily populated Chinese districts such as Sampheng were divided into multiple sub-districts. In the provinces, Chinese deputy governors were granted authority over Chinese legal matters, and in sub-districts with large Chinese populations, leaders were appointed with a stipend under the title of "Chinese Consul under Siamese Jurisdiction" to provide support and governance for the local Chinese.

As for controlling the secret societies, Somdet Chao Phraya adapted the British policy of accommodating secret societies from the Malay Peninsula. He ordered an investigation that identified 14 Chinese towkays who served as secret society leaders. He then appointed three Royal Commissioners: Chao Phraya Bhanuwong (then Phraya Thepprachun, who had previously suppressed the secret societies in Phuket), Phraya Choduk Ratchasetthi, and Phraya Inthrathipbodi Siharat Rongmuang (Niam), Commander of the Bangkok Police Patrol. Accompanied by several Chinese tax-farm officials, they escorted the 14 secret society leaders to perform a sacred allegiance ceremony before the Great Buddha Image at Wat Kalayanamitr, a shrine deeply revered by the Chinese. The leaders swore an oath promising not to harbor treasonous intent against the King and to ensure their members did not engage in malicious acts, whereupon all 14 were released. From that point on, Somdet Chao Phraya employed these leaders as his agents, directing them to supervise and manage their subordinates to prevent unrest—a strategy that achieved its desired end, maintaining peace among the secret societies throughout his tenure as Regent.

In the Year of the Rat, B.E. 2419 (1876), the ninth year of King Rama V's reign, serious troubles arose as Chinese coolie laborers working the tin mines in Ranong and Phuket staged an uprising tantamount to a rebellion, requiring a major suppression campaign. However, the secret societies in these Malay Peninsula provinces were branches of the "Ghee Hin" and "Poon Tao Kong" kongsis established from British territory, having no connection with the secret societies in Bangkok, as noted in the account of the Phuket suppression in the Year of the Dragon, B.E. 2411 (1868). Since that time, tin-mining operations in Ranong and Phuket had flourished, attracting a steady influx of Chinese coolies hired to excavate and haul tin ore. Eventually, Ranong harbored over 3,000 Chinese laborers, while Phuket contained tens of thousands—far outnumbering the local Thai population in both towns. Wherever Chinese coolies gathered to work in the outlying districts, both Ghee Hin and Poon Tao Kong factions set up local secret society kongsis, governed by subordinate leaders who reported to the town-based clan headmen appointed by the government. Consequently, secret society branches existed near almost every tin mine. For a long time, the clan headmen assisted the government in maintaining peace and order. However, in B.E. 2419, the price of tin collapsed, leaving mine owners with insufficient funds to pay the laborers' wages, which sparked an outbreak of violence starting in Ranong.

It appeared that on the 14th waning day of the 3rd lunar month, coinciding with Chinese New Year, a group of laborers belonging to the Pun Thao Kong secret society went to demand full settlement of their unpaid wages from the mine owner according to Chinese tradition. The mine owner lacked sufficient funds and asked for an extension, but the laborers insisted on immediate payment. This sparked a heated argument that escalated into a brawl, during which the laborers killed the mine owners—one of whom was likely a boss. Terrified of being arrested and punished, the laborers seized weapons and fled Ranong, intending to cross the Banthat Mountain Range on foot to seek refuge at tin mines in Lang Suan province. Upon reaching a checkpoint, the guards noticed their suspicious behavior and, suspecting them to be bandits, attempted to detain them for interrogation in town. Another clash broke out, this time involving gunfire that resulted in casualties on both sides. The guards captured eight Chinese men and escorted them back toward Ranong. En route, a large crowd of Chinese laborers swarmed and attacked the guards with blades, successfully rescuing all the captives. The Chinese laborers then broke into outright rebellion. Assembling a force of about 500 to 600 men, they marched out of the mines into Ranong, slaughtering people and burning down houses. Lacking adequate forces to suppress them, the Governor of Ranong could only defend the provincial hall government compound. Unable to breach the treasury to loot its funds, about 300 to 400 of the Chinese rebels seized all available sea vessels in Ranong, raided granaries to load rice onto the boats, and fled by sea. Another 300 to 400 who could not escape by boat fled overland to the mining areas in Lang Suan. Just as warships arrived in Ranong, the rebellion subsided without needing military suppression, because only the Pun Thao Kong faction had rebelled and they had all fled, while the remaining Ngee Hin faction had not revolted.

However, in Phuket, there were tens of thousands of Chinese laborers—many times the population of Ranong—and they suffered similar distress from the plummeting price of tin. Additionally, there were other grievances: the Pun Thao Kong secret society already harbored resentment toward the governor, suspecting him of favoring the Ngee Hin faction. When the secret society members who had escaped by sea from Ranong arrived in Phuket, they dispersed to reside at their respective faction's kongsi houses in various subdistricts. They bragged that they had nearly captured Ranong, retreating only because they lacked adequate weaponry. Ringleaders at various kongsis then incited their members to band together and attack Phuket as well, keeping it secret from the clan heads. They managed to gather supporters, though some kongsis were not fully aligned. At that time, Phraya Montri Suriyawong (Chuen Bunnag)—then holding the title of Chao Muen Samai Jairat, Chief of the Royal Pages—served as the Royal Commissioner overseeing all western coastal provinces from Phuket. He had two warships and a police force of about 100 men guarding the government offices. As for the administration of Phuket, Phraya Sichit Songkhram (That), who had served as Governor of Phuket into old age, had been promoted to High Commissioner; nevertheless, he continued to administer affairs and farm revenue taxes as before. He was deeply resented by the Chinese laborers, who felt his tax collection caused them hardship, though no one anticipated that the laborers would actually revolt.

When the trouble first broke out on the afternoon of the 13th waxing moon of the 4th lunar month in the Year of the Rat, B.E. 2419 (1876), a party of sailors from a warship went ashore, got drunk, and quarrelled with local Chinese in the Phuket town market, though no physical blows were exchanged before their commanding officer recalled them to the ship. That evening, two other sailors came ashore; upon sighting them, a Chinese mob swarmed and beat them nearly to death. The police intervened to quell the brawl, apprehending two Chinese men involved in the assault and turning them over to the Royal Commissioner. Shortly thereafter, a large mob of approximately 300 Chinese assembled in the market, armed with weapons, and marched to tear down the police station. They proceeded to loot homes and burn temples and Thai residences throughout the town, hunting down and attacking any Thais they encountered. As the local Thai population in town was far outnumbered by the Chinese, they had no choice but to flee for safety. Emboldened, the Chinese summoned reinforcements until their numbers swelled beyond 2,000, and advanced with the clear intent of raiding the government headquarters and the residence of Phraya Wichitsongkhram—an act of open rebellion. Phraya Wichitsongkhram evacuated his family to safety, but Phraya Montri refused to flee; he made a stand within the government compound, defending both the offices and Phraya Wichitsongkhram's adjoining residence. He rallied all available Thais within the compound and released prisoners from confinement to join his 100-man police force, augmented by 100 sailors deployed from the warship. They established defensive positions along all potential avenues of approach, stationing cannons to block every access route. That same evening, he summoned the Chinese clan headmen residing in town to assemble at the government hall, while urgently dispatching letters to neighboring towns for reinforcements. Messages were sent to Penang to be telegraphed to Bangkok, alongside a letter requesting the British Governor of Penang to impound all shipments of arms and ammunition destined for Phuket. Messengers bearing these dispatches boarded mail steamers and sailing vessels for Penang and other reachable ports. That evening, most of the Chinese clan headmen reported to the government hall as ordered and offered to assist the government in whatever manner Phraya Montri directed. Phraya Montri ordered the headmen to issue written passes ("tickets") to members of their respective clans who had joined the insurgents, commanding them to return to their homes immediately and promising that any grievances would be resolved peacefully through the headmen. Many coolies obeyed and returned home, reducing the rebel force to a smaller remnant that no longer dared attack the government hall. Phraya Montri then organized the clan headmen to lead their own men as patrol units to maintain order in key spots, restoring peace to the town proper. However, rebel Chinese led by ringleaders refused to obey the clan headmen; realizing they could not breach the government hall, they split into bands and set about plundering property and burning homes in the surrounding countryside. Outnumbered, the villagers fled, plunging the entirety of Phuket into widespread chaos. Only at Ban Chalong did the villagers, led by the abbot of Wat Chalong, manage to fight off and defeat the Chinese bands (as recounted in Tale 2, "The Abbot of Wat Chalong"). Even Phraya Montri possessed only enough force to defend the government hall, lacking the strength to march out and suppress the rebel Chinese in the rural hinterlands.

When the government in Bangkok received telegraphic news of the rebellion in Phuket, His Majesty appointed Phraya Praphakonwong (Chai Bunnag)—then holding the title of Chao Muen Waiworanat, Chief of the Royal Pages—as High Commissioner with absolute authority to command the suppression of the secret societies. (This was because Phraya Montri was the son-in-law of Phraya Sichit Songkhram, and it was feared he might not exercise decisive authority; only later was it recognized that Phuket was saved precisely because of Phraya Montri's resistance.) He was dispatched with additional warships, troops, and military supplies. Upon arriving in Phuket, Phraya Prapha joined forces with Phraya Montri, assembling an army from Thai and Malay levies arriving from the southern provinces. He convened a council with governors of neighboring towns and issued a proclamation stating that punishment would be limited only to those who committed murder and robbery. Laborers who had committed such misdeeds would be pardoned if they confessed their guilt to their clan heads and peacefully returned to work. Most of the ordinary Chinese laborers came forward to confess. Some ringleaders and perpetrators of severe atrocities were captured, but most fled Phuket for British territories, whereupon the rebellion in Phuket was brought to an end.

As for the officials who had helped defend Phuket, some were granted royal decorations and others were raised in rank according to their merits. For the clan heads who had assisted in the official service, His Majesty commanded the creation of chest medals as tokens of merit (which were later changed to the Dushdi Mala Medal) and bestowed them as rewards on everyone. From that time on, the secret societies in Phuket were completely quelled.

After the secret society rebellions in Ranong and Phuket were successfully suppressed in the Year of the Rat, B.E. 2419 (1876), another secret society uprising occurred nine years later, in the Year of the Cock, B.E. 2428 (1885), across the provinces of the Malay Peninsula. However, this outbreak was bizarre and unlike anything seen before: the members were entirely Thais who imitated the Chinese by establishing secret societies, calling themselves "Ngee Hin Hua Khwai" (Buffalo-Head Ghee Hin), though official royal terminology recorded them as "Ngee Hin Sirsa Kabue." The leaders were often Buddhist monks serving as temple abbots, using their monasteries as assembly halls and kongsis. It is uncertain which town spawned the idea first, but the instigators dispatched cohorts to recruit followers—targeting temple abbots in particular—to set up Buffalo-Head Ghee Hin societies across various towns. In the southern coastal provinces, this spread from Kamnoet Nopphakhun, Pathiu, Chumphon, Lang Suan, and Chaiya down to Kanchanadit; on the western coast, it surfaced in Takua Thung, Takua Pa, Khiri Rat Nikhom, and Thalang. However, secret societies are inherently suited only to the Chinese, who, as foreign immigrants earning a living in a strange land, banded together to protect themselves from oppression by locals, and who, as coolies reliant solely on manual labor wages, formed unions to prevent job poaching, resist wage-cutting tricks by employers, and provide mutual aid during times of hardship. Thus, lower-class Chinese found genuine benefit in joining secret societies. In contrast, the Thais were native inhabitants with established homes and independent livelihoods, facing none of the vulnerabilities of Chinese coolies. The formation of these societies was merely a scam by rogue leaders seeking to extract initiation fees, claiming that joining would bring various benefits. Once assembled, lacking any legitimate function like Chinese mutual-aid societies, the ringleaders enticed members to profit by minting counterfeit coins or forming gangs to plunder local villagers. Wherever the Buffalo-Head Ghee Hin arose, local populations suffered as though infested by bandits. Nevertheless, suppression proved uncomplicated, as the groups were small and scattered, while the local populace despised them and readily assisted the government. At that time, the King appointed Phraya Suriyaphakdi (his personal name and later titles remain unverified) as Royal Commissioner to investigate the southern coastal provinces, while the Resident Commissioner of Phuket was ordered to investigate the western coastal provinces. They were instructed to arrest only the ringleaders and those who had committed banditry, sending them to Bangkok for punishment, while ordinary members were placed under bond and released. Peace was restored shortly thereafter. Had I not recorded it here, hardly anyone would know that a secret society called "Ngee Hin Hua Khwai" ever existed.

After Somdet Chao Phraya left his position as Regent, he continued to oversee and manage the secret societies for the rest of his life. When Somdet Chao Phraya passed away in 1882, control of secret societies fell under the responsibility of the Ministry of Local Government. From Krom Muen Bhuthares Dhamrongsak's tenure as Minister down to Krom Phra Naresr Varariddhi heading the ministry, the policy of co-opting secret societies continued as before. However, there was one vital difference: while Somdet Chao Phraya was revered throughout the entire realm, the Minister of Local Government held power only in Bangkok. Perhaps because of this, after Somdet Chao Phraya's passing, secret societies devised another way to extract profit in both Bangkok and the provinces: certain secret society bosses would bid for tax farming concessions. If outbid by others, they would have their local members harass the tax collectors to prevent smooth collection, causing financial losses so that competitors wouldn't dare bid against the secret society boss in the next round. Once this scheme caught on, others copied it, frequently sparking clashes between rival secret societies in the provinces or armed resistance against tax officers, at times forcing the government to intervene. For instance, secret society members set up an illicit liquor distillery at Don Kabueang, not far from the southern line railway station at Bang Tan, which was then a desolate jungle on the border of Ratchaburi and Nakhon Pathom provinces. They dug moats and built ramparts like a fort. When tax officers went to make arrests, secret society members opened fire, forcing them to retreat. But when the government deployed soldiers with artillery, the secret society members all fled without a fight. Meanwhile, Chinese tax farmers devised their own countermeasures using traditional methods: when bidding for tax farms in areas with many secret society members, some invited local bosses to take equity shares without investing capital, while others bribed local secret society leaders, thereby keeping the peace.

By B.E. 2432 (1889), the secret societies in Bangkok incited an unprecedentedly large riot. By this era, several large-scale steam rice mills had been established, and steamships arrived in increasing numbers to load cargo, drawing far more Chinese immigrants than before. The new arrivals during this period included both Teochew Chinese from Swatow and Hokkien Chinese from Amoy. These two groups spoke different languages and regarded each other as distinct in origin. Although towkays continued to sponsor new immigrants as before, the laborers harbored strong clan tribalism. Wherever Teochew workers predominated, they excluded and harassed Hokkien workers to prevent them from taking jobs, and the Hokkien responded in kind. Mutual animosity grew, and whenever they came face-to-face, brawls frequently broke out between Teochew and Hokkien coolies. This rivalry coalesced the secret societies into two massive opposing factions: the "Tuah Kongsi" representing the Teochew Chinese, and the "Siu Li Ku" representing the Hokkien Chinese, both intent on usurping each other's work contracts. The Ministry of Urban Affairs continued employing the traditional policy of accommodating secret societies; whenever violent clashes occurred, officers ordered secret society leaders to discipline their men. Initially, this brought temporary lulls, but ringleaders emerged within both camps—including female figures—who earned fees by helping societies secure jobs and recruiting fighters during brawls. The rank-and-file members no longer obeyed their leaders as before, nor did they revere the Ministry of Urban Affairs as they had once feared Somdet Chao Phraya. Consequently, violent street fights erupted with increasing frequency, escalating into full-scale armed warfare across Bangkok in June B.E. 2432 (1889).

In that era (1889), the Bangkok Times newspaper was already published daily. While writing this tale, I cross-referenced news of the secret society suppression in the Bangkok Times with my own memories, gathering that in mid-June 1889, secret societies mobilized forces preparing for a massive clash. The Ministry of Local Government summoned secret society leaders and ordered them to restrain their men, but backed by ringleaders, the members ignored their leaders' warnings. By June 16, secret society members began dismantling corrugated iron roofing and looting tables, cabinets, and chests from shops and homes along Charoen Krung Road, south of Wat Yannawa, using them to construct barricades blocking both sides of Charoen Krung Road. They turned the street behind the Windsor & Co. rice mill—known as the Square Chimney Mill—into a battleground. Both Western and Chinese mill owners tried to stop their secret society laborer employees to no avail, nor did police warnings stop them. Seeing that the Chinese mob was far beyond their ability to arrest, the police patrol retreated to secure areas outside the conflict zone. Charoen Krung Road from Bang Rak market downward fell under the control of both secret society factions. They began throwing missiles and fighting in the afternoon, and by nightfall, brought out guns to shoot at each other through the night. By Thursday, June 20, rice mills, markets, and commercial trading below Bang Rak had ground to a complete halt, and rumors spread that secret societies planned to burn down mills harboring their enemies. Panicked mill owners reacted: Western mill owners expelled all Chinese laborers, locked their premises, and gathered armed Westerners to guard the mills, whereas Chinese mill owners did not dare expel the coolies, opting merely to keep the mills closed. Secret societies continued fighting into June 20. That afternoon, the Ministry of Local Government dispatched a senior official with a patrol unit to halt the fighting, but with over 1,000 hot-headed, aggressive combatants refusing to yield, they could accomplish nothing. Newspapers reported that after two days of fighting, around 20 people were shot dead and over 100 wounded, with the injured sheltered at nearby Western homes. By Friday, June 21, military troops moved in to suppress them.

As for why troops were deployed to suppress secret societies on that occasion, it is worth recounting the military side of the history, as this was the first time troops were used in such suppression. Originally, army units operated under separate commands, each reporting directly to the King; the navy was structured similarly. In 1884, the Department of Military Affairs was established, consolidating command of all army regiments and the navy under it. Upon hearing news that secret societies were preparing for a large-scale battle in Bangkok, the King remarked to Prince Bhanurangsi Savangwongse (then Krom Phra, whom I shall refer to conveniently by his seventh-reign title, Somdet Phra Ratchapitula), Commander of the Department of Military Affairs, that if the Ministry of Local Government could not suppress the uprising, troops would be required. The Department of Military Affairs had two days to prepare. Command council members included Somdet Phra Ratchapitula as General Commander; Prince Narisara Nuvadtivongse (then Krom Khun) as Major General Inspector-General of the Department of Military Affairs; myself (then Krom Muen) as Major General Assistant Commander-in-Chief of the Army; and Commodore Phraya Cholyuth Yothinne, acting for Rear Admiral Prince Sai Sanidwongse, Assistant Commander-in-Chief of the Navy who was traveling in Europe. Meeting to deliberate on suppressing the secret societies, all agreed it would not be overly difficult, as the secret society members, despite their numbers, lacked weapons capable of matching regular troops. Furthermore, the secret societies were fighting along Charoen Krung Road—a narrow corridor flanked by the river to the west and paddy fields to the east. By deploying one land column southward along Charoen Krung Road and another column by boat to land south of the battlefront and advance northward up Charoen Krung Road, attacking from behind from both north and south simultaneously, surrounding the secret societies would be simple. However, arresting secret society members presented another key concern: deploying troops in tactical combat formations meant that acting either too harshly or too leniently would tarnish the military's reputation in either case, requiring great care. Instructions were issued ensuring every soldier understood that arrests were to be made peacefully; weapons were only to be used if a secret society member resisted or refused arrest. Additionally, command officers had to be chosen carefully to ensure successful execution, alongside selecting which regiments to deploy. At the time, the Royal Guards and Navy possessed superior rifles compared to other regiments. Thus, the Royal Guards were designated as the vanguard tasked with making arrests, with the King's Guard acting as reserve—totaling four companies. Major (then) Chao Phraya Ratchasuphamitr (Ot Suphamitr, then Chamuen Wichitchai Sakdawut), Deputy Commander of the Royal Guards Regiment, was appointed commander, assisted by Captain Luang Sanwitannithes (Chao, later Phraya Wasuthep, Director-General of the Provincial Police Department) as drill instructor, to advance from the north. For the column advancing from the south, the Navy arranged a force equal in size to the Army's, with Phraya Cholyuth taking command himself. Once the departmental command council finalized the plan, regimental commanders assembled at the Military Affairs Hall and were ordered to prepare all regiments. Beyond the Royal Guards, King's Guard, and Navy tasked with suppression, other regiments assembled combat-ready units with weapons prepared at barracks, ready to mobilize immediately upon call. Troop preparations were fully completed by Thursday, June 20, awaiting royal orders to deploy at a moment's notice.

On the night of June 20, around 2 o'clock in the morning, while I was asleep at my old residence near Damrong Sthit Bridge, the Royal Uncle and Prince Naris arrived to awaken me and brought me in a carriage to the Military Hall. Phraya Chonlayut was likewise summoned, joining us there. The Royal Uncle explained that during the cabinet council meeting earlier that evening, he had reported to His Majesty that the military was fully prepared and ready to suppress the secret societies whenever commanded. When the King inquired with the Ministry of Urban Affairs, the Ministry reported that they still hoped to persuade the factions to disperse without resorting to military force. His Majesty was displeased and remarked that the Ministry of Urban Affairs had made such promises many times before without ever successfully stopping them. He issued a firm directive: if the Ministry of Urban Affairs failed to quell the secret societies on June 20, the military was to be deployed immediately on Friday, June 21, without further delay. After the cabinet meeting adjourned, the Royal Uncle arranged to meet Prince Naresr, Head of the Ministry of Urban Affairs, at the Military Hall before dawn. If the secret societies had quieted down by then, military deployment would be held back; if not, troops would march as soon as light broke. The command council therefore summoned commanders of various regiments along with the Royal Pages and the King's Guard assigned to the operation to assemble at the Military Hall late that night. Phraya Chonlayut returned to organize naval transport vessels. As dawn drew near, Prince Naresr arrived and reported to the Royal Uncle that scouts had been dispatched to investigate. Shortly thereafter, a Metropolitan District Officer arrived and reported that secret society members were unloading cannons from sea vessels to fire at one another. Prince Naresr then conceded that it exceeded the capacity of the urban police and requested that the military take over suppression. Military operations to suppress the secret societies commenced from that very moment.

Since automobiles did not yet exist back then, as day broke at 6 o'clock the King's Guard acting as reserves marched out first, with instructions to stage at Wat Yannawa and have staff establish a telephone station there to report back to the Military Hall. The Royal Pages were told to wait; as soon as electric trams reached the terminus at the City Pillar, all cars were commandeered, and the Royal Pages boarded the trams, driving down one after another. The tram crews, learning that troops were heading out to suppress the secret societies, were thrilled and eagerly assisted, having suffered endlessly from secret society harassment. Meanwhile, naval forces departed their docks, timing their run to arrive simultaneously with the army. By 8 o'clock, troops successfully encircled the secret societies from both the north and south as originally planned. The secret society members had never anticipated a military deployment, and discovering the soldiers only upon their arrival, were left at a loss. A few ringleaders who resisted were shot dead by troops—around two or three—leaving the rest utterly demoralized. Those far from the troops fled, while those nearby, fearing gunfire, surrendered peacefully. In those days, Chinese men still wore queues; upon capture, soldiers tied their queues together in bunches. Captives taken by naval forces were loaded onto boats and shipped upriver, while those captured by land forces were marched up Charoen Krung Road by the King's Guard under Chao Phraya Ratchasuphamit's command in batches of roughly 100 men. Local residents, having never witnessed such a sight, crowded both sides of the street along the entire route. Soldiers completed arrests on the battleground before noon. Local shopkeepers and residents, men and women alike, rejoiced and brought food to serve them lunch. After eating, troops set out to search for and capture secret society members hiding in various places. At this stage, mill owners and locals led soldiers to conduct searches, netting many more secret society members; almost all ringleaders who had fled early were apprehended that afternoon. In total, fewer than 10 secret society members were killed by gunfire, about 20 were wounded, approximately 800 were peacefully arrested, and 8 ringleaders were captured. Once arrests concluded, by evening the Department of Military Operations stationed line infantry in the district to maintain peace and recalled the Royal Pages and Naval Infantry. The tram company offered to provide tram transport for troops going both ways whenever needed, ensuring convenient movement. When the tram convoy brought the Royal Pages back on the day of the crackdown, southern residents—Thais, Chinese, Muslims, and Westerners—lined up to cheer and offer blessings to express gratitude to the Royal Pages. Chao Phraya Ratchasuphamit recalled standing at the front of the tram, saluting continuously through the entire Bang Rak district with hardly a moment's rest. Reports in the Bangkok Times reflected Western praise at the time, commending the government for suppressing the secret societies so decisively and swiftly, praising Thai soldiers as courageous and agile, and further commending them for apprehending the rioters without excessive harshness. Following the arrests, the Department of Military Operations kept line infantry guarding the area of conflict for three days; once peace was visibly restored, troops were withdrawn and custody of the area returned to the police department. As for the secret society members captured during the operation, His Majesty commanded the establishment of a special court to try them, sentencing all leading bosses to imprisonment. Ordinary members were given light floggings as a deterrent and released. From then on, secret societies in Bangkok were thoroughly subdued and never dared act with arrogance again in subsequent times.

Following the suppression of the secret societies on that occasion, His Majesty commanded the enactment of an Act prohibiting secret societies within the realm. When the British government in Singapore learned that Siam had successfully suppressed the secret societies, it issued orders abolishing secret societies in British colonies following Siam's example. The practice of controlling secret societies through patronage was completely abolished from that point forward.

Upon completing the suppression of the secret societies in that same year of B.E. 2432 (1889), His Majesty graciously appointed HRH Prince Narisara Nuvadtivongse as Director-General of the Ministry of Public Works and appointed me Director-General of the Ministry of Education, with rank equivalent to a Minister of State, necessitating my departure from my post in the Department of Military Operations, though I retained my military rank of General and my role as Aide-de-Camp. During my two years as Director-General of the Ministry of Education, I had no involvement with secret societies. Then, in B.E. 2435 (1892), His Majesty graciously appointed me Minister of the Interior, bringing secret society matters back under my purview, as I had to remain constantly vigilant regarding provincial secret societies. By this era, large-scale secret societies like those of the past no longer existed, yet illicit local secret societies continued to spring up sporadically in provinces near Bangkok. Wherever they surfaced, they were easily suppressed, and some incidents were rather humorous, as illustrated by one particular case. When the Monthon of Ratchaburi was first established, Chao Phraya Suraphanphisut (Thet Bunnag), then Phraya Surinthraluachai, served as the Lord Lieutenant. A secret society set up an illicit moonshine distillery at Don Kabeang, constructing earthwork entrenchments to mount resistance, similar to the earlier uprising described. At that time, provincial police forces had not yet been established. I asked Chao Phraya Suraphan whether he required artillery forces as in previous suppression campaigns. Chao Phraya Suraphan replied that he would try suppressing them with local forces first. Shortly thereafter, news arrived that the secret society members had completely abandoned their fort at Don Kabeang and fled. Meeting Chao Phraya Suraphan again, I asked how he had subdued them. He explained that he used the methods of Somdet Chao Phraya, which he had observed in his youth: he issued public mobilization orders and summoned weaponry openly, making it known he was marching to crush the Chinese den at Don Kabeang, then brought out two brass cannons stored under Somdet Chao Phraya's house, polishing them in the courtyard of his residence to signal they would be used to shell the Chinese camp. As word spread, the secret society members panicked and fled, for the Chinese harbored a terrifying fear of artillery. Once the provincial police were established, such ruses were no longer necessary, and secret societies arising during my tenure as Minister of the Interior presented little difficulty to suppress. Nevertheless, reflecting on it, I found it puzzling why Chinese residents still persisted in forming secret societies. Reviewing past causes: opium bans like those of King Rama III's era were gone; disputes over recruiting new immigrants did not occur in the provinces; and rivalries over tax-farming contracts, as well as harassment by tax farmers, had ceased, since the government collected taxes directly. Local administration was orderly, eliminating the need for Chinese deputy governors or Chinese consuls under Siamese jurisdiction. Why then did secret societies persist in the provincial towns? Observing convicts arrested for secret society membership, I noted that most appeared to be ordinary, hardworking folk who had no business joining secret societies. I suspected there must be an underlying, undiscovered cause driving provincial secret society formation. I discussed this with Phraya Atthakarnyabodi (Chum Atthachinda)—then Phraya Ratchasena, chief prosecutor in the Ministry of the Interior, who later became Lord Lieutenant of Ratchaburi Monthon—instructing him to investigate local residents and specifically convicts who had joined secret societies to ascertain why people willingly enlisted. Shortly, the investigation uncovered a clue: a clique of Chinese based in Bangkok (henceforth called the 'masterminds') made a lucrative living by engineering secret societies in the provinces. Their scheme worked as follows: whenever the masterminds identified a town with a large, competitive Chinese business population where a secret society could be introduced, they dispatched henchmen disguised as ordinary laborers seeking work. These henchmen split into two groups, feigning complete unfamiliarity with each other. They befriended local rowdies and incited brawls; at times, they imported Bangkok thugs to provoke frequent street fights. As local Chinese grew terrified of mob violence, the henchmen solicited them, urging them to join a protective coalition to defend against threats. Before long, the local Chinese population fractured into opposing factions, which dissolved into two secret societies. From then on, sub-factions fought repeatedly. Whenever the government made arrests, the outcome actually benefitted the masterminds, who had already fled safely to Bangkok. They would then extort funds by soliciting 'tei' (contributions) from their secret society members under the guise of paying legal aid for arrested comrades, turning a hefty profit. Even without arrests, during festive seasons they continuously solicited funds for annual deity worship, skimming off handsome profits every year. Upon discovering this scheme, I devised a counter strategy and first tested it when secret societies fought at Bang Nok Khwaek in Ratchaburi province (in an unspecified year). I dispatched Phraya Atthakarnyabodi to resolve the matter, instructing him to track down and arrest the masterminds while reassuring the local members: anyone who confessed truthfully would be placed under bond and released, rather than prosecuted in court as before. Put another way, the masterminds were treated as defendants, and their followers as witnesses. Phraya Atthakarnyabodi executed the plan flawlessly; upon arresting just five masterminds dispatched from Bangkok, the secret society at Bang Nok Khwaek immediately dissolved into quietude. This approach was adopted for all subsequent provincial secret society arrests. The secret societies emerging after the military suppressions of B.E. 2432 were nothing more than racket schemes by unscrupulous Chinese who monetized the fears of others for personal profit.
